Town Council Regular Meeting

Minutes

Present:  Chairperson Susan Weintraub, Vice Chairman Glenn Suprono and Council Members Kyle Dostaler, Derek Johnson (arrived at 6:20 p.m.), Barbara Moore and George Pfaffenbach.  Also present were Acting Town Manager Jeffery Jylkka, Recording Secretary Cathy Sirois, members of the press and citizens.

Not Present:  Ted Hintz, Jr.

Call to Order & Pledge of Allegiance
Chairperson Weintraub called the regular meeting to order at 6:15 p.m. in the East Hampton High School Library.

Adoption of Agenda
A motion was made by Mr. Dostaler, seconded by Ms. Moore, to add an item to the agenda following the Executive Session for Possible Action on Pending Litigation discussed in Executive Session.  Voted (5-0).

Executive Session:  Discuss Pending Litigation – Victorick v. Town of East Hampton Docket Number:  HHD-CV-12-60283605 (Hartford Superior Court)
The Council entered Executive session at 6:17 p.m.

Present in Executive Session were Susan Weintraub, Glenn Suprono, Kyle Dostaler, Derek Johnson (arrived at 6:20 p.m.), Barbara Moore, George Pfaffenbach, Jeffery Jylkka and Attorney Jean D’Aquila.

Executive Session ended at 6:35 p.m.

A motion was made by Mr. Suprono, seconded by Mr. Johnson, to resolve the matter of Pending Litigation – Victorick v. Town of East Hampton Docket Number:  HHD-CV-12-60283605 (Hartford Superior Court) per the terms and conditions discussed in Executive Session.  Voted (6-0).

Approval of Minutes  
A motion was made by Mr. Dostaler, seconded by Ms. Moore, to approve the minutes of the Town Council Regular Meeting of May 22, 2012 as discussed.  Voted (6-0)

A motion was made by Mr. Pfaffenbach, seconded by Mr. Dostaler, to approve the minutes of the Town Council Special Meetings of May 28 as written, May 29 as amended and June 5 as written.  Voted (6-0)

Public Remarks
Ann McLaughlin, 85 North Main Street, commented that a Yellow Ribbon ceremony will be held on Friday, July 6th at 6:30 p.m. for two servicemen returning from duty.

Karen Johansmeyer, Penny Corner Road, Portland, CT, commented that the East Hampton Fife and Drum Corps is looking for new members in an effort to save their corps.

Bill Marshall, Fairlawn Avenue, discussed energy costs and possible alternatives to save money.  He provided a proposal for action steps to save on energy costs, asked that the Clean Energy task force be reactivated and that the town sponsor home energy seminars.  The proposal will be included with the minutes filed in the Town Clerk’s office.

None

Tax Suspense List
Nancy Hasselman, Tax Collector, provided an overview of the tax suspense listing.  She noted the taxes are still collectible but are not actively pursued.

A motion was made by Mr. Dostaler, seconded by Mr. Johnson, to approve the suspense list and authorize the Tax Collector to transfer these uncollectible taxes to the suspense tax book.  Voted (6-0).

Presentations   
Council of Governments Consolidation Presentation
Linda Krause of the newly formed Lower CT River Valley Council of Governments provided an overview of the consolidation of the Midstate Regional Planning Agency and the CT River Estuary Regional Planning Agency.  There will be a transition period of one year.  Mr. Jylkka will obtain more information on the process for the town to officially join the combined group.

Planning & Zoning
Jim Carey, Chief Building Official, and Mark Philhower, Chairman of the Planning & Zoning Commission, provided an overview of the recent applications being reviewed by Planning & Zoning.  An overview of activities will be included with the minutes filed in the Town Clerk’s office.  Planning & Zoning is also planning a review of regulations in the coming year.

Continued Business
Public Water System 2012-2013 Operating Budget
Vincent Susco, Public Utilities Administrator, reviewed the 2012-2013 proposed operating budget for the two community water systems and the water rates.  Details of the operating budget and the proposed water rates will be included with the minutes filed in the Town Clerk’s office.

A motion was made by Mr. Johnson, seconded by Mr. Dostaler, to approve the 2012-2013 Operating Budget for the two community water systems owned by the Town and operated by the WPCA and authorize water rates to fund their operations.

New Business
Town Manager Announcement
Ms. Weintraub announced the new Town Manager will be Michael Maniscalco.  He will start on July 9th.  The press release regarding the announcement will be included with the minutes filed in the Town Clerk’s office.

Town Manager Report
Bevin Bell Update
Mr. Jylkka reported that there was a meeting last week with federal and state officials including representatives from the offices of Richard Blumenthal, Joe Courtney and Eileen Daily.  The Department of Economic and Community Development has grants available that may be able to help Mr. Bevin with the bell factory.

2012-2013 Budget
The Board of Finance set the mill rate at 25.97 mills.

East Hampton Alerts Notification System
A mailing is being prepared for all town residents regarding signing up for the new system. A link has been added to the town website to register.

Update on RFQs for Consultants
RFQ drafts will be prepared for the new Town Manager.

Other
The Airline Trail extension should be completed by the end of June.  Bike racks have been ordered.  A general clean-up will be scheduled for the area with the assistance of the Boy Scouts.

Liaison Reports
Mr. Dostaler attended the Board of Education meeting which included honoring 5 retiring teachers, a tech presentation regarding a 3 year plan, Superintendent search firm selection, the nurses union contract approval and the reminder that graduation is set for June 20th.  

Resolutions/Ordinances/Policies/Proclamations
None

Appointments   
Arts & Cultural Commission: A motion was made by Mr. Dostaler, seconded by Mr. Johnson, to appoint Melissa Pionzio with a term through December 31, 2012 and to reappoint Valerie Bozzi and Kevin Gunning with a term through December 31, 2015.  Voted (6-0).

Water Pollution Control Authority:  A motion was made by Mr. Dostaler, seconded by Mr. Johnson, to appoint John Suprono with a term through June 30, 2016.  Voted (6-0).

CT Yankee Fuel Storage Advisory Committee:  A motion was made by Ms. Moore, seconded by Mr. Johnson, to appoint Terry Concannon.  Voted (6-0).

Tax Refunds
A motion was made by Mr. Suprono, seconded by Mr. Dostaler, to approve tax refunds in the amount of $941.17.  Voted (6-0).  

Public Remarks
Ruth Tegge, 5 Niles Street, commented that it is great that the Town Council is working together.

Irene Curtis, Wangonk Trail, commented as a member of the Conservation-Lake Commission that their Commission is working on signs for the Airline Trail.

Communications, Correspondence & Announcements
Ms. Weintraub announced that the Village Center sign is installed.  The new Town Manager will develop a policy for businesses that would like to utilize the banner spot.  The banners will be stored at the Public Works department.

Ms. Weintraub thanked Dale Maynard for preparing a policy for moderators.  The new Town Manager will review this policy as well as a new guide prepared by the State for moderators.

A motion was made by Mr. Suprono, seconded by Mr. Pfaffenbach, to adjourn the meeting at 8:00 p.m.
